The Program of Action for the Development of Tourism in the Northeast – Prodetur was created by the governments of the Northeastern states, with the support of the Federal Government and financed by the Banco Interamericano de Desenvolvimento - BID, with the aim to develop themselves and consolidate the tourist activity in the Northeast region, taking advantage of the enormous natural potential that exists and at the same time , guarantee the economic sustentation, through an activity growing worldwide, as a way to reduce and eliminate the social inequalities among the various regions of the country.

Prodetur - Investments
The first phase of the PRODETUR/NE received investments in the amount of US$ 670 million, of which the Federal Government assumed 14.9% and the States 85.1%. The amount was applied in improvements of the infrastructure of 8 airports, highways, basic sanitation of the tourist areas, preservation of the environment and the recovery of historical cultural patrimony in various areas of the principle Northeastern capitols.
The impact of this investment was directly in the stimulus to create new tourist equipment. In this period, the private sector invested, on its turn, more than US$ 6.6 billion in the implantation of small, medium and large undertakings in all the regions benefited with the investments, generating more then 3.8 million new jobs directly and indirectly in the region, in the consequence of the increase in the tourist flow that went from 6.9 million in 1995 to 12 million tourists in 2001, benefiting even more the 52 different activities of the tourist productive chain.

Prodetur in RN
During the period of 1996 to 2000, Prodetur invested around US$ 44 million in Rio Grande do Norte, resources that were applied in undertakings of the infrastructure, such as the new passenger terminal of the Augusto Severo International Airport, the implanting of several accesses to the principle beaches, the continuation of the Rota do Sol (Cotovelo to Barreto), adding up to 89km of highway, implanting sanitation system on the Via Costeira, part of Mãe Luiza and Ponta Negra, the drainage of the district of Ponta Negra, paving of all the roads and urbanization of the Pont Negra shoreline, improvements in the Parque das Dunas, institutional development of government agencies linked to tourism, and the elaboration of Director’s Plans for the cities of Ceará-Mirim, Extremoz, Parnamirim, Nísia Floresta e Tibau do Sul. In all the undertakings Prodetur will benefit a population of more than 1.1 billion inhabitants in all the municipalities touched by the Program. .
The evaluation done by the Banco Interamericano de Desenvolvimento - BID, Banco do Nordeste, financial executor of the Program , together with the State Government, about the results of the first phase, was shown the success through the numbers presented in the indicators as follows:
• Increase of tourist flow reached by the State between the years 1995 to 2001;
• Increase in the number of jobs directly produced in the hotel system, that in 1995 was 4,227 and in 2001 went to 8,400, almost 100%, and the number of jobs direct and indirect in the sector as a whole was estimated in 95 thousand in 1995 and went to 240 thousand in 2001 ;
• The offer of the number of hotel beds that in 1995 was 12,915, went to 26,353 in 2001, with an increase of 104%;
• The tourist income of the State , that in 1995 was US$ 138 million / year, went to US$ 216 million/year in 2001, with a real increase of 56% even with the devaluation of the Brazilian currency that occurred in this period;
• An increase in the number of international flights that in 1995 was only "once" a week, in 2001 went to 8 (eight);
• Evolution of the rate of tax collection growth of the municipalities benefitted that was 7.3%, per year, went to 31.3% in the last year.

The Integrated Development Plan for Sustainable Tourism - PDITS
The State Government elaborated in 1998, a Strategic Plan for Tourist Development, with the financial support of EMBRATUR, with the object of defining a strategy to develop the tourist activity in the State, and at the same time serve as a "Logical Mark" for PRODETUR/RN II. The Plan previewed the process of internalization, with investments in the principle municipalities of tourist interest, with goals of great importance for the State’s economy..
To evaluate the PRODETUR/NE, the BID understood that the investments made by the States in the first phase of the program were not sufficient to guarantee the consolidation of the tourist activity in the region, proposing to maintain the areas of investment inside the same space benefitted, completing and complementing the actions.
The States themselves promised to elaborate new Plans, inside the planned area determined by the impacts created by the investments of the first phase of the Program, and in 2002 were elaborated the PDITS , of the States of the example, in a way of designing a model that could be adopted by the other State participants in the Program.
In summary, the PDITS of the Pole Costa das Dunas contains a description of the Planning area, justified by the results of the impacts of the first phase of the program, presents a study of the socioeconomic dynamics of the region, environmental aspects, institutional, infrastructure, tourist offer ,demand, attractions and tourist products, jobs, private sector, tourist spending, investments of the private sector, strong points, weak points, the risks and the opportunities, a projection of evolution and a plan of action containing the proposals to be contemplated by PRODETUR/RN II.

Prodetur in RN - II
Looking at the great success reached by the first stage of the program in all of Northeast Brazil, the Banco Interamericano de Desenvolvimento - BID made available for the continuation of the Program, another US$ 800 million to invest in the next five years, of which BID will enter with 60%, the Federal Government, through the Department of Sports and Tourism with 20% and the States with 20%.
The State of Rio Grande do Norte, together with the States of Bahia e Sergipe, were chosen as samples to define the new parameters of the Program, which presented their Plans of Integrated Development of sustained Tourism of the Priority Poles-PDITS, that treated the justifying technique for the implantation of the actions that aimed "to complete and complement" what was initiated in the first phase of the program and guarantee the consolidation of the tourist activity in the region.
O PRODETUR/RN II will benefit the cities of Natal, Ceará-Mirim, Extremoz, Maxaranguape, Rio do Fogo, Touros, São Miguel do Gostoso, Pedra Grande, Parnamirim, São Gonçalo do Amarante, Nízia Floresta, Senador Georgino Avelino, Arêz, Tibau do Sul, Canguaretama e Baia Formosa. The Program will give priority to the actions in the areas of Environment, Support to Municipality Management and Professional Capability, attending the municipalities that compose the Pole Costa das Dunas, from Pedra Grande to Baia Formosa.
The necessary investments for the Plan for Integrated Development of Sustainable Tourism of the Pole Costa das Dunas make up a total of approximately US$ 65 million. It is hoped that with the investments foreseen in the PRODETUR/RN II, the tourist flow can continue to grow at the annual rate of 4.66%,which would take the number in the order of 1,700,000 tourists in 2005 and 2,000,000 in 2010, proportioning for the State a tourist revenue in the order of US$ 230 million in 2005 and US$ 305 million in 2010.
The proposals presented by the State for the second stage of PRODETUR, are in the following activities.
Environment
To promote a control, management and implantation of the infrastructure of the conservation and recuperation units of the degraded areas, with the aim to diminish the impact on the natural patrimony and landscape;
Basic Sanitation
Actions in the sanitation infrastructure to improve habitableness of the tourist locations , guaranteeing a good quality of the water consumed by the population, protecting the springs and relieving them from the entropic pressures in the natural ecosystem and at the same time creating conditions for the correct treatment of solid residues , from the structure of collection systems , final treatment and population awareness;
Support to Municipality Management
To create conditions so that the cities can receive tourists and investors, with adequate and modern legislation, infrastructure of urban services with defined policies for implantation, with technically capable personnel to give a good welcome to the visitor, promoting the management of the soil, control of the environment, efficiency in the municipality tax collection so that there will be a return in benefit of the population, and also that the population is conscious of the importance of the tourist activity for the social and economic development.
Accessibility
Continuation of the actions for the improvement and implementation of the highway infrastructure of the tourist locations of the Pole Costa das Dunas, as well as the tourist signalization and safety, and even still the frame working and adequateness of the maritime shore to receive the tourist flow in a safe form and at the same time protect the beaches from an environmental point of view .
